Among these tasks, assessment validation frequently stands out. While we've discussed validation in multiple posts, let's revisit the fundamental principles. ASQA (Australian Skills Quality Authority) identifies validation of assessments as granular review of the assessment process.

Fundamentally, validation of assessments is aimed at identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations specify two forms of validation. The initial type of assessment validation ensures compliance with the requirements of the training package within your organisation's scope. The other type verifies that assessments are conducted according to the Principles of Assessment and Rules of Evidence. This suggests that we perform validation both before and after the assessment. - Post-Assessment Validation: Concerns the execution, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

Conducting Validation of Assessment Tools

Best Time for Conducting Assessment

The goal of validating assessment tools is to make sure that all aspects, performance criteria, and performance and knowledge evidence are addressed by your evaluation tools. Therefore, whenever you acquire new learning resources, you must perform assessment tool validation prior to student use. There's no need to wait for your next scheduled validation. Validate new resources right away to ensure they are fit for student use.

Nevertheless, this isn't the only time to do this type of validation. Perform validation of assessment tools also when you:

- Amend your resources

To validate your assessment tools, you will need the complete set of your learning resources:

- Mapping Resource: The first document to review. It shows which assessment items meet course unit requirements, aiding in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if directions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide: Also ensure if guidelines for trainers are sufficient and if clear benchmarks for each evaluation item are provided. Clear standards are crucial for reliable assessment outcomes.
- Supplementary Resources: These may include checklists, registers, and forms designed separately from the learner workbook and evaluation guide. Validate these to ensure they fit the evaluation task and address unit requirements.

Panel for Validation

Regulation check here 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one or more people. However, RTOs usually require all trainers and evaluators to participate, sometimes including sector experts.

Collectively, your panel must have:

- Vocational Competencies and Current Professional Skills relevant to the unit being validated.
- Updated Knowledge and Skills in Vocational Education.
- Either of the following training and assessment credentials:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles Guiding Assessment

- Equity: Is the assessment process fair and equitable for all candidates?
- Flexibility: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Accuracy: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Reliability: Will the assessment produce consistent results every time?

Evidence Rules

- Relevance: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Sufficiency: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Originality: Does the evidence confirm the originality of the candidate's work?
- Timeliness: Is the evidence up-to-date with current industry practices?

Important Factors in Assessment Validation

Pay attention to the verbs in the unit specifications and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Baby and Toddler Care, one required performance evidence asks students to:

- Perform diaper changes
- Prepare bottles, bottle feed babies and clean equipment
- Feed babies with solid food
- Respond to baby signs and cues properly
- Prepare babies for sleep and help them settle
- Supervise and support age-appropriate physical activities and motor development

Typical Mistakes

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit requirement is meant to assess theoretical understanding (i.e., knowledge-based evidence), students should be doing the tasks.

Mind the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

Full Competence or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s out of compliance. Each assessment item must cover all specifications, or the student is not yet competent, and the assessment tool is non-compliant.

Be Specific!

Each assessment task must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or assessors.

Steering clear of double-barrelled questions makes it easier for students to respond and for trainers to accurately assess student competence.
